The Ryan White HIV/AIDS Program is a federal program that is subject to federal oversight. This requires all recipients and subrecipients to be prudent in spending and accountable to the policies and guidelines set forth by HRSA and the grant recipient, The State of Hawaiʻi Department of Health, Harm Reduction Services Branch (HRSB).
